CONGRESS STEPS UP TO SUPPORT ACCOUNTABLE CARE

NAACOS is grateful to our champions on Capitol Hill for their commitment to transforming health care through accountable care. Earlier this week, the Chairs of the House Ways and Means and Energy and Commerce Health Subcommittees sent a letter to CMS regarding the impact of fraud on ACOs. We also commend the House Energy and Commerce Health Subcommittee for advancing the Health Care Efficiency Through Flexibility Act (H.R. 5347). This legislation, supported by NAACOS and our members, would reduce regulatory burden on ACOs while keeping patient care at the center of the system. The full committee is expected to vote on the bill next week.


Finally, the House Energy and Commerce Health Subcommittee will hold a hearing next week on health care affordability and focus on the Medicare Access and CHIP Reauthorization Act (MACRA). After working with the committee’s leadership for years to provide recommendations on improving Medicare’s payment system and support the transition to accountable care, we’re excited to see this progress.

What We're Watching

  • A recent Health Affairs article emphasizes that success in specialty care depends on shifting from siloed, transaction-based relationships between payers and providers to collaborative partnerships that integrate clinical expertise, align incentives, and use data to guide decision-making. Sustainable transformation requires stronger alignment between payers and providers around shared goals, data transparency, and meaningful performance measures. For practical guidance on implementing these approaches, explore the NAACOS Specialty Engagement in Accountable Care Toolkit.

  • A recent AJMC podcast highlights that enhanced cost messaging had little impact on how patients choose primary care clinics. Reducing informational barriers led to only marginal changes in patient decision-making as most patients were already choosing lower-cost providers and staying with the same clinic year over year. Efforts to influence patient choice will likely require additional drivers like benefit design, incentives, and behavioral factors.
